Campaign Governance tasks

Campaign Governance has five tasks.

Task	Direction	Description
`sync_plans`	Orchestrator → Gov	Push campaign plans with budget, channels, flight dates, and authorized markets
`check_governance`	Orchestrator or Seller → Gov	Universal governance check. Orchestrator sends `tool` + `payload` (intent check). Seller sends `governance_context` + `planned_delivery` (execution check).
`report_plan_outcome`	Orchestrator → Gov	Post-action report: “here’s what happened.” Gov updates state and returns any findings
`report_plan_adjustment`	Seller or Orchestrator → Gov	Seller reports an evidence-bound adjustment; the plan owner accepts or disputes it
`get_plan_audit_logs`	Orchestrator → Gov	Read governance state, budget burn, and audit trail

sync_plans configures the rules. check_governance is the universal governance gate and records seller delivery statements. report_plan_outcome closes execution and records buyer delivery observations. report_plan_adjustment uses a seller-report/plan-owner-review lifecycle without rewriting the outcome. get_plan_audit_logs exposes every attributed record and the derived accounting state. Setup prerequisite: sync_governance syncs governance agent endpoints to accounts. This must be done before sellers can call check_governance.
